Details of the five cases which have occurred under the

sections are given below.

Case No. 1.

4 cases of sundries ex "Ceylon Maru" and 6 cases of sundries ex "Awa Maru", consigned by Nigo Shoten, Yokohama, and landed here in October, 1915, for transhipment to Siam. The marks appeared to show that the cases were intended for Gui & Co., Bangkok, and there was strong moral evidence that Gui & Co. were the same as the German firm of Grimm & Co. Proof of these two facts in the Prize Court would have been difficult and expensive, if not impossible. The Nippon Yusen Kaisha had made several attempts to get the cargo through to Siam. The goods were forfeited on the 19th. August, 1916, under Ordinance No. 22 of 1915, after two months notice to the shippers. The latter did not appear. No claim was received from either the shippers or the consignees. In connection with this case I minuted on 25th. August, 1916;-

"I would like to repeat here that we ought to be very

careful about our procedure in cases under the section in question, and that possible claimants should be givan a full opportunity of appearing and stating their

claims".

Case No. 2.

Part of 1 case of sundries er "Kathlmba" consigned by Butler Bros., New York, to A. B. Moulder & Co., Hongkong. The case had already been delivered by the importers to a Chinese buyer. The latter drew attention to the origin of the goods, which was un- -known to the importers. The goods were forfeited on the 25th, May, 1916, with the consent of the importers, who appeared by a solicitor on the summons. This case was under section 10.

Case No. 3.

10 bags of coal for transhipment to Mohr & Co., Bangkok, mere
